Job Posting Title: Intelligence Analyst (IA), GS 13/14 (Open to FBI GS 13/14 IA and SIA Employees) - Regional Geospatial IA for the Directorate of Intelligence (DI) Division, Analysis Technology Unit/Geospatial Management OfficeThe DI, Analysis Technology Unit is looking for two permanent GS 13/14 IAs interested in becoming a Regional Geospatial IA (RGIA). The selected candidate(s) will remain in their current locations with Division Pre-Approval. Proof of Division Approval must be documented by the closing date of this job posting in order to be considered. Details can be found below under the "How to Apply" section on how to complete this requirement. These will be no-cost selections with no additional incentives awarded. This posting is only open to current or previous, permanent non-probationary GS 13/14 IAs/SIAs in the 0132 series. Applications will not be accepted from outside the area of consideration. Employees returning from Legat assignment must advise the Staffing and Administrative Unit/ International Operations Division of their application for the position.You must be in your current position one year by the closing of the job opening to be eligible. In addition, new or reinstated IAs must have completed 2 years in their first office of assignment since reporting to the office by the closing date of this job opening.Additional selections may be made from this announcement to fill positions within the same advertised unit when the position includes substantially the same duties, responsibilities, and qualifications. The RGIA plays an integral role in developing a mature and productive geospatial discipline in the FBI that enhances and supports investigations/operations across the Bureau. The RGIA will be responsible for providing guidance, oversight, and mentorship to intelligence personnel within their region of responsibility. The RGIA assures the FBI not only provides timely geospatial products but also adheres the standards set forth by the USIC and FBI. The RGIA will remain located at the selectee's currently assigned office and will be responsible for a designated region of the country, which will include their current Field Office. The selectee will report to the SIA of the Geospatial Management Office, and as such, this RGIA may fulfill the DI mandated Headquarters time required for promotion requests. In order to fulfill the Headquarters time, the applicant must remain in the position a minimum of 90 days in order to receive credit. Please refer to the IA Promotion Policy 0882D 5.6 for full details.---IA candidates must have completed the probationary period and must have been in their current position 1 year by the closing date of this posting.---Must be able to obtain an SCI clearance, which will require the completion of multiple forms.Major DutiesAs an RGIA you will: Serve as the lead representative and communication conduit between Headquarters (HQ) and Field Offices (FO) within the RGIAs region of responsibilities. Liaison between state, local, and regional NGOs to facilitate geospatial focused information sharing/working relationships. Establish, manage, and maintain regional GEOINT working groups between all geospatial personnel in RGIAs region of responsibility. Serve as GEOINT subject matter expert to identify and/or assist FOs with problems and projects as needed. Provide GEOINT surge capacity as required by the FBI. Develop program capabilities and customers throughout FO divisions to build geospatial customer base. Conduct training in geospatial curriculum and practices to the region of responsibility. Selectees will retain their current GS Level. GS 13: Projects and predicts data for estimates of future situations. Manages the collection and dissemination of raw intelligence information from FBI investigations, sources and contacts to the intelligence, policy, and law enforcement communities. Prepares finished intelligence reports. Identifies relevant data sources and other ensuing leads that may evolve during the preparation of the briefing material. Produces self-initiated strategic finished intelligence products for intelligence dissemination and executive awareness to include talking points and white papers. Evaluates a program or case involving complex and/or conflicting priorities, and provide recommendations to executive management. Completes operational planning, targeting and vetting, based upon effective interaction with the policymakers, intelligence and law enforcement communities. Researches a major geographical area or technology issues with world-wide implications.GS 14 (in addition to the above): Plans, prepares, and presents written and oral briefings to senior internal and external customers and analytic counterparts on significant intelligence issues; clearly articulates complex concepts to non-expert customers and tailors the product to correspond to customer needs. Addresses analytic gaps and points of disagreement. Cultivates, and maintains collaborative working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies, as appropriate, and leverages these relationships to share information of interest.Preferred Experiences are NOT mandatory and will NOT be utilized to minimally qualify applicants. Preferred Experiences are: Conducting advanced GIS analysis in critical areas of the intelligence field (i.e. Counterterrorism, Counterintelligence, Cyber, Criminal Matters, Weapons of Mass Destruction, etc). Proven understanding of geospatial methodologies and tools; specifically ArcPRO. Planning and directing large scale intelligence analysis projects. Experience leading an intelligence effort, program, or group.
