Job Description:
The Chief Community Development Officer is responsible for the
leadership, management, and administrative operations of the
Community Development division within the Economy Focus Area,
ensuring that all activities are consistent with the goals of the
City Council and in accordance with the City's long-range plans,
including the Olathe 2040: Future Ready Strategic Plan and the
PlanOlathe Comprehensive Plan.This position plays an integral role
in the economic development functions for the City in partnership
with the Director of Economy, Olathe Chamber of Commerce, and the
development community. The position reports directly to the
Director of Economy and directly supervises the following
positions: 1) Chief Development Engineer; 2) Chief Building
Official; and 3) Planning & Development Manager, as well as
administrative support positions who support the entire Community
Development division. The Community Development Division has a
total of 31 FTEs and approved 2023 budget of $3.5 million.The Ideal
CandidateThe ideal candidate is an innovative and forward-thinking
leader who has demonstrated leadership experience in city planning
and community development functions with a collaborative leadership
style and excellent communication skills. The Chief Community
Development Officer is personable and adept at forming and
establishing strong working relationships. They are a recognized
leader and visionary in the profession, well-respected, and capable
of building consensus with various audiences, including staff,
elected officials, community partners, and the development
community.The successful candidate values open communication and
transparency and is a dedicated team player who presents at the
highest level to various audiences. They are a strategic thinker
who understands the big picture, are politically savvy, and
invested in their team's continued success and professional
development, providing support, guidance, mentorship, and feedback
while continually encouraging innovation and creative thinking. The
next Chief Community Development Officer will be able to leverage
the expertise of staff and is comfortable identifying gaps and
providing feedback as needed.The successful candidate will embody

The Chief Community Development Officer is an effective
decision-maker who solves problems creatively, demonstrates sound
judgement, maintains high expectations for high-quality development
projects, and provides thoughtful recommendations.Minimum
QualificationsExperience: Minimum of 5-7 years of experience in
community development, public administration, regional/city
planning, development engineering, or related field, with a minimum
of 3 years of supervisory responsibility.Education:Bachelor's
degree or equivalent from an accredited college or university with
major course work in Public Administration, Community Development,
Urban Planning, or related field. Certification from the American
Institute of Certified Planners and a Master's degree is
preferred.Possession of or ability to obtain a valid driver's
license is required.The expected hiring range for this position is
$145,000 - $165,000, depending on qualifications. Benefits offered
