My Email Job Description The Director of Finance and Operations is the Chief Financial Officer of the District. This position is responsible for managing and administering GPS operational and financial affairs in such a way as to maintain the integrity of District finances, facilities, transportation, and food services resources in a manner that promotes the highest level of educational services and educational experience for GPS students. Overall Duties and Responsibilities:
    • Responsible for the direction and leadership of the District's operations and facilities to support the overall mission and vision of the District.
    • Manage the business affairs of the district in compliance with municipal, state and federal government and agencies; and within the policies set by the School Committee.
    • Excel at strategic thinking, be open to new perspectives and improving procedures/protocols; and be creative, visionary, and innovative.
    • Lead effective execution of the logistical needs of the District.
    • Responsible for the management and oversight of Transportation, Facilities and Food Service including direct supervision to ensure proper building maintenance and cleanliness, and food service delivery for the purpose of providing safe, clean, secure, and attractive learning environments.
    • Attend all School Committee meetings and other related town department meetings as required and directed by the Superintendent.
    • Perform other job related duties as determined by the Superintendent.
    • Prepare and administer the annual budget under the supervision and guidance of the Superintendent; and work with the district, municipal and community stakeholders to develop an annual budget (revenues and expenditures) that is consistent with district strategies, obligations and state and federal mandates; Develop and manage procedures and processes for the collection and review of budget requests.
    • Develop and lead the annual Capital Improvement and Equipment Plan for the district.
    • Analyze the performance of District operations including utility costs and energy consumption efforts.
    • Direct the financial accounting activity and functions (i.e. budget, accounts payable, payroll, contract services, etc.) for all fiscal affairs of the district.
    • Work collaboratively with the Grants Manager for the oversight of all state and federal grants.
    • Serve as liaison between the City financial personnel (i.e. City Treasurer, City Auditor and Purchasing Agent) and the District.
    • Create and maintain documentation for reporting requirements, and participate in federal, state, local and district audits.
    • Prepare the annual DESE End of Year Report (EOYRPT), EOYRPT Compliance Audit and other such local, state and federal reports as required by law or regulation.
    • Monitor monthly budget projections and prepare all financial reports, analysis, projections, scenarios, etc., as requested by the Superintendent.
    • Create, revise and maintain financial systems and processes to ensure accurate accounting, analysis and projections, and overall integrity of district financials.
    • Advise the Superintendent and School Committee on all financial matters affecting the School Department.
    • Participation in MASBO and other professional development related to the fiduciary responsibilities of the School Department.
    • Communicate key information in a timely manner with other departments and the administrative team.
    • Responsible for restructuring operations and business activities to increase speed, efficiency, and customer service. Facilities Responsibilities:
      • Organize, implement, and maintain a program of preventative maintenance.
      • Work in collaboration with the Facilities Director to implement improvements related to infrastructure and technology.
      • Responsible for ensuring compliance with all health and safety regulations in all areas of operations.
      • Prepare business related specifications, secures bids/estimates, verifies orders, and arrange for storage and distribution of supplies and equipment.
      • Ensure the timely collection of facility rental fees. Food Service Responsibilities:
        • Ensure timely collection of school lunch accounts.
        • Responsible for ensuring compliance with all health and safety regulations in all areas of operations.
        • Prepare business related specifications, secures bids/estimates, verifies orders, and arrange for storage and distribution of supplies and equipment. Transportation Responsibilities:
          • On an annual basis, ensure all eligible students are accounted for and routes are created and distributed to families in a timely fashion.
          • Collaborate with the District's transportation provider to ensure safe and efficient routes that meet the needs of all eligible students.-- -- Qualifications:
            • Massachusetts Department of Elementary and Secondary Education Certification as School Business Administrator or certifiable.
            • Master's Degree required; Master's in Educational Administration, Business Administration, Management, Accounting or Finance preferred.
            • Certification as a Massachusetts Certified Public Purchasing Officer (MCPPO) preferred.
            • A minimum of five years experience in school or municipal finance including at least three years experience in a supervisory capacity are required.
            • Knowledge of and experience administering municipal/school finance laws and regulations including all federal, state and local laws and regulations pertaining to school finance and a broad working knowledge of municipal business practices and finances.
            • Ability to work independently with minimal supervision.
            • Ability to manage multiple deadlines efficiently.
            • Communicate, verbally and in writing, with the ability to resolve issues, build consensus among groups of diverse internal/external stakeholders, and have proven skills in negotiating and mediating conflict
            • Able to work successfully in a team environment and successfully develop and manage stakeholder relationships.
            • MUNIS accounting experience is highly preferred. Start date as soon as possible, but no later than July 1, 2021. Preference given to candidates who can start before July 1, 2021.
